The NIB appreciates the feedback.  It helps greatly in our struggle to 'get 
things right'.  A definition that includes the concept of partial ordering will 
be included in the revised interpretation.  A further review of the use of the 
word "order" in the documents will be performed and a decision made as to 
whether to attempt to correct all uses or to limit the effort.
