Upon further review, the NIB finds that it agrees that the last two paragraphs 
of the support contribute more confusion than understanding to the issue and 
it would be best just to delete those paragraphs.  We would do this if the 
interpretation were not already final.  However, the effort to supersede this 
interpretation now is not worth it.  In the version we pass up to the CCIMB, 
though, we will remove those paragraphs.
