The Common Criteria were, necessarily, written for general use. For special
and/or limited applications it is quite possible to 'pick and choose'
requirements that fit specific cases. However, the Common Criteria were put
together in a coordinated fashion. The NIB would suggest that any party using
one requirement out of a family should take a careful look at the other
requirements in that family. The NIB would also expect evaluators to look for
arguments as to why certain requirements from a family were not included in a
PP or ST.
