My interpretation is that the ST should be written as if the PP was
automatically updated as a result of new International Interps and
the PP conformance section of the ST should include rationale to explain
these differences.

The PPs address all Interps through the time of their kick-off 
meetings.  However, by the time STs are written claiming conformance to 
them, there may be new Interps that effectively change some of the contents 
of the PPs.

How should STs deal with those instances?  Should the PPs be considered 
"automatically updated" as a result of the new Interps?  Does rationale 
need to be included in the PP conformance section of the ST?
