This issue addresses possible inconsistencies between an ST and a PP. Both a
PP and an ST must address all Interps up through the date of its kickoff
meeting; however, Interps received after the PP's kickoff meeting but before an
ST's own may effectively change the PP. The risk is that an ST may conform to
a particular PP, but not with all the relevant Interps.
Evaluations should not ignore any relevant Interps; to do so would lead to the
risk of the evaluation being overturned. We propose that an outdated PP (i.e.
one differing significantly from any relevant Interps issued after its kickoff
date) is analogous to a flawed PP, and the "flawed PP" guidance (PD-0074)
should be used. Should a serious contradiction be found, an OD should be
issued.
