tool for creating ST and PP?

Hello Guys,

I am learning to create an ST and a PP with the help of the NIAP tool that
we all know about. Guys do we have any other tool for this task? This tool
from NIAP is a little unfriendly to use if the user is not fully aware of
CC. Can anyone let me know about any other tool that exists or is under
development and is a little easy to use.
