The NIB agrees with the intent of this interpretation, but disagrees with the
solution provided. Specifically, the NIB could not see how the suggested
criteria changes addressed the issue. The changes presented appear to just
combine paragraphs 1803 and 1804 into a single paragraph. This could just have
been a cut-and-paste error, as the original RI appears to have a reasonable
suggested resolution.
