ACM_SCP V2.2 vs ALC_CMS V3.0


Hi,
i have a problem on the "application notes" of these families:

ACM_SCP V2.2 (§257):
While CM capabilities (ACM_CAP) mandates a list of configuration items and that each item on this list be under CM, other than the TOE itself, CM capabilities (ACM_CAP) leaves the contents of the configuration item list to the discretion of the developer.

ALC_CMS V3.0 (§498):
While CM scope (ALC_CMS) mandates a list of configuration items and that each item on this list be under CM, CM capabilities (ALC_CMC) leaves the contents of the configuration list to the discretion of the developer.

Could you explain to me why in CC V3 ALC_CMS is used whereas CC V2 use ACM_CAP, knowing that  ALC_CMS = ACM_SCP and ALC_CMC = ACM_CAP...
Is it a mistake?
I thinks the ALC_CMS version is more consistent...
