You will find an unusual amount of material in this issue.
One theme, which will stay with us forever, is the cyberspace revolution,
of which this Net is also a consequence.
In Topic #2 Jim Goldman of SIAM explains how information about SIAM
and this Activity Group can be approached in more friendly ways than
by anonymous ftp, namely by Gopher or World Wide Web (WWW). You can
also read back issues of OP-SF Net in this way, just on your screen
without the need to save the file first on your computer.
In Topic #22 Daniel Loeb invites you to navigate in WWW to his home page,
where you can find information about his research activities and papers.
This might be a good example for others to imitate.
Too many people working in our field are still unaware of OP-SF Net,
the Newsletter and the Activity Group. We have prepared an information
sheet about our activities, which is included here in Topic #25.
Please distribute it to your friends and colleagues.
Although this issue does not seem to suffer from lack of
contributions, there are actually only a few contributions submitted
spontaneously. Most are solicited by me. It would be very helpful if
you would make better use of this Net, and would send me any news
which you think would be appropriate. For instance, too many of you
miss the opportunity of free advertising of your new books related to
Orthogonal Polynomials and Special Functions, by having them mentioned
in OP-SF Net. Another possibility which deserves to be exploited more
is the submission of urgent research questions (like: "Who knows if
anything has been done on the following problem?" or "Who knows a good
reference on this topic?").
In this issue a new department (Topic #23) is started which provides
changes of address of subscribers. Therefore, please send your changes
of address not only to poly-request@siam.org but also to
poly@siam.org. This applies as well to temporary stays elsewhere
(longer than three months).

Subject: SIAM Gopher Server
SIAM Gopher Server stores back issues of OP-SF Net and information
about the Orthogonal Polynomials and Special Functions activity
group at gopher.siam.org.
We've all been reading about the explosion of Internet usage and the
growth of retrieval systems such as Gopher and the World Wide Web.
These systems have enabled the growth of the Internet because they are
much easier to use than the older Internet tools Telnet and FTP.
During the Summer of 1993, SIAM put its Gopher server online on the
Internet. The Internet address of our Gopher server is
gopher.siam.org
The SIAM Gopher server now has all of the back
issues of OP-SF Net available for easy retrieval, and also has
overviews of each SIAM special interest activity group. From the
Gopher server's main menu, select the entry for "Special Interest
Activity Groups" and then select the entry for "Orthogonal
Polynomials and Special Functions."
Our Gopher server also has much information about all the other
aspects of SIAM; here is a sample of some of the things you can
find there:

- "Mathematics that Counts" series from SIAM News
- Selected commentaries and news items from SIAM News
- Calendar of SIAM conferences
- Calls for papers, advance programs, and registration forms for

We continue to add new information to our Gopher server on a monthly
basis, so check it regularly.
The Gopher system is easy to use because it is menu-oriented. To use
the Gopher system, you need some Gopher software on your computer.
Gopher software is available for most popular computing platforms,
especially Unix, DOS, Windows, and Macintosh. You can obtain Gopher
software via anonymous FTP from boombox.micro.umn.edu. Look in the
directory /pub/gopher, and you will see subdirectories for the
various platforms.
Another, and more modern, way to access our Gopher server is by
using one of the popular World Wide Web browsers. These include
Mosaic, XMosaic, and Cello for Windows. Mosaic/XMosaic software can
be obtained via anonymous FTP from ftp.ncsa.uiuc.edu; look in the
directory /Web/Mosaic. Cello software can be obtained from
fatty.law.cornell.edu; look in the directory /pub/LII/Cello. When
using the World Wide Web, addresses of resources on the Internet are
written as "Uniform Resource Locators" (URL's) and the URL for
SIAM's Gopher server is:
gopher://gopher.siam.org
If you don't want to get involved in downloading and installing
Gopher or World Wide Web software, you can use the Gopher system
through Telnet. You'll be limited in your Gopher-ing capabilities
versus having your own Gopher software installed locally, but you
will be able to try the Gopher system without much effort. Connect
your Telnet session to: consultant.micro.umn.edu and login as
"gopher".
We hope that you find our Gopher server well organized and easy to
use. Gopher makes SIAM materials much easier to locate and retrieve
than anonymous FTP. If you have comments or suggestions for us,

Subject: 1995 SIAM Student Travel Awards
Student Travel Awards for SIAM Conferences and Annual Meeting
During 1995, SIAM will make several awards for $300 to support
student travel to the SIAM Conferences in 1995, including the
Annual Meeting, October 23-26, Charlotte, North Carolina.
The awards are to be made from the SIAM Student Travel Fund,
created in 1991 and maintained through book royalties donated by
generous SIAM authors.
Any full-time student in good standing is eligible to receive an
award. Top priority will be given to students presenting papers
at the meetings, with second priority to students who are co-
authors of papers to be presented at the meetings. Only students
traveling more than 100 miles to the meetings are eligible for
the awards.
An application for a travel award must include: (1) a letter
from the student stating the meeting for which support is being
requested; (2) a letter from the student's advisor or department
chair stating that the applicant is a full-time student in good
standing; (3) if applicable, the title(s) of the paper(s) to be
presented (co-authored) by the student at the meeting.
Applications should be sent to the SIAM office (Attn: SIAM
Student Travel Awards), 3600 University City Science Center,
Philadelphia, PA 19104-2688. Students also may apply by e-mail
to siam@siam.org or by fax to 215-386-7999, but the letter from
the advisor or department chair must be an original, sent by
postal mail.
Complete applications must be received at the SIAM office by no
later than one month before the first day of the meeting for
which support is requested.
Winners will be notified by no later than two weeks before the
first day of the meeting. Checks for the awards will be given to
the winning students when they register at the given meeting.

Subject: Death of H.L. Krall
Harry L. Krall, Professor Emeritus at Pennsylvania State University,
died on June 9, 1994. He was born on June 13, 1907. In the late
thirties Krall published results about orthogonal polynomials which are
eigenfunctions of a fourth order differential equation. Recently this
work has been taken up again and significant generalizations have been
given by a.o. A.M. Krall, L. Littlejohn and R. Koekoek. In 1949 Krall
published, jointly with O. Frink, a paper in Trans. AMS containing the
first systematic study of a class of polynomials to which they gave
the name of Bessel polynomials and which have remained familiar under
this name until now. In the sixties, Krall published some papers on
orthogonal polynomials together with I.M. Sheffer. One of these
classified orthogonal polynomials in two variables being
eigenfunctions of a second order partial differential operator.

The Applied Computational Electromagnetics Society (see information
about this Society in the next topic) announces a Special Issue of the
ACES Journal on
"Applied Mathematics: meeting the challenges presented by
Computational Electromagnetics"
The objectives of this special issue are to illuminate some of the
current mathematical techniques in computational electromagnetics,
by a series of review or survey-type articles, and to initiate and
encourage interaction between the applied mathematics community on
the one hand, and the electrical engineers and physicists on the
other. Papers submitted must address the mathematical problems
arising in computational electromagnetics, and the conclusions
must have, moreover, some practical value. Contact the Guest

Wherever possible, attention should be given to error estimates.
This is not just a difficult mathematical issue (see, for example,
S.G. Mikhlin, 'Error Analysis in Numerical Processes', Wiley, 1991),
it is absolutely vital for all engineering considerations and it
is still largely unresolved in computational electromagnetics.
Modern numerical analysis seems not to have lived up to its basic
promise, because we do not yet possess useful error estimates.
The deadline for papers is: June 30, 1995.

Subject: About ACES
The Applied Computational Electromagnetics Society is known to electrical
engineers as 'ACES'. This organization emerged from a code user's group
about ten years ago, but the nucleus had already been formed at Livermore
National Laboratory some years before that. Today there are 480 members
of ACES worldwide. They hold an annual meeting during the month of March
in Monterey, California.
The 'interior and exterior', referred to in the Call for Papers above, are
defined with respect to the boundary of the scattering, or radiating, object.
In a few cases the vector wave equation separates, and we enjoy solutions in
terms of special functions. Whether or not the geometry leads to a separable
equation, special functions and asymptotics play an important and pervasive
role in radiation, diffraction and scattering.
For one view of the situation as of 1969, see 'Electromagnetic and Acoustic
Scattering by Simple Shapes', which is edited by J.J. Bowman, T.B.A. Senior
and P.L.E. Uslenghi. A corrected printing was made available in 1987 by the
Hemisphere Publishing Corporation. For a different view of the situation
see 'Acoustic and Electromagnetic Waves', by D.S. Jones, Oxford, 1986.
Mathematicians are hereby challenged to become involved with one the many
open, difficult applied problems of computational electromagnetics.

There has been much recent research on orthogonality with respect to
Sobolev inner products. The analysis of spectral problems for
ordinary differential operators, the asymptotic estimates for the

discretization of parabolic partial differential equations as well as

Subject: Short account of Delft Conference in honor of T.J. Stieltjes
Last week, from October 31 until November 4, a very interesting
conference was held in Delft in honour of Thomas Jan Stieltjes Jr.
(1856-1894). In this city Stieltjes entered the Technical University,
where he preferred reading the works by Gauss in the library rather than
sitting at undergraduate courses. Hopefully he would have been pleased more
by attending last week's lectures at this conference.
The conference focused on the main themes of Stieltjes' works:
- continued fractions and rational approximations
- orthogonal polynomials: Many lectures dealt with the general theory or
with special classes. Although Stieltjes did not yet study the
orthogonality aspects, his work in this area was very fundamental.
Some lectures also dealt with hypergroup aspects and with generalizations
to Sobolev orthogonality and to matrix-valued orthogonal polynomials.

The various themes were introduced in the main lectures. Moreover, on
Wednesday morning there were three lectures of more historical nature.
Altogether there were 90 participants, 10 invited lectures
(by L. Lorentzen, N.M.Temme, F. Marcellan, G. van Dijk, W. Van Assche, G.
G. Valent, C. Berg, P, Nevai, J.-B. Hiriart-Urruty and F. Peherstorfer)
and 56 contributed lectures (in two parallel sessions).
The proceedings will be published in a special
issue of "Journal of Computational and Applied Mathematics".
Spain (23 delegates), the Netherlands and Germany were present with
more than 10 participants each. The following countries were also
represented (in decreasing order): USA, Belgium, France, Italy,
Poland, Canada, Norway, Russia, Austria, Denmark, South Africa,
Bulgaria, Greece, South Korea. Portugal.
The local organizers Marcel de Bruin, Tini van Baar, Herman Bavinck,
Tineke Hazelzet-Mulder, Roelof Koekoek and Henk Meijer have done a
great job.
Hopefully, somebody will write a more detailed account for the Newsletter.
In connection with the Stieltjes memorial year, let me remind you of
the Collected Papers of Stieltjes, which were reissued recently in a
two-volume edition, edited by Gerrit van Dijk and
with commentaries on parts of Stieltjes' works by Walter Van Assche,
Frits Beukers, Wilhelmus A.J. Luxemburg and Herman J.J. te Riele.

The Universidad Michoacana de San Nicola's de Hidalgo in Morelia (Mexico),
founded in 1540, is the second oldest university in the Americas, the
oldest being in Lima, Peru.
Professor Rafael Gonzalez Campos, Director, Escuela de Ciencias
Fisico-Matematicas organized a "Taller de Polinomios Orthogonales" on August
10, 1994, on the occasion of the opening of the academic year.
Graduate students were already involved that week in orthogonal
polynomials topics via a series of lectures given by Professor F. Marcellan
(Universidad Carlos III de Madrid) on Sobolev Orthogonal Polynomials.

About the SIAM Activity Group on Orthogonal Polynomials and Special Functions
The purpose of this Activity Group is to promote basic research in
orthogonal polynomials and special functions; to further the
application of this subject in other parts of mathematics, and in
science and industry; and to encourage and support the exchange of
information, ideas and techniques between workers in this field, and
other mathematicians and scientists.
This Activity Group consists of a broad set of mathematicians, both
pure and applied. The Group includes engineers and scientists,
students as well as experts. We now have around 170 members scattered
about in more than 20 countries. Whatever your specialty might be, we
welcome your participation in this classical, and yet modern, topic.
Besides the OP-SF Net, the Activity Group publishes a quarterly Newsletter.

before November 10, 1994. Contributions to the Spring issue should reach
him before February 10.
Eugene Tomer will be travelling from the end of November until 2 January.
He will be unable to check e-mail during that time. You can contact him
after 2 January.
Items for the Newsletter without mathematical symbols can be submitted
in any convenient form, for example as a textfile or as a typewritten
manuscript. Items containing substantial mathematical symbols must be
submitted as a standard Latex file by e-mail or by disc. There is only
one exception: plain TeX files can be accepted by making special
arrangements with the Editor. AmsTeX and AmsLatex files cannot be
accepted. Whatever the content of your Latex article, you must use a
certain preamble which can be obtained by e-mail from the Editor.
