Thanx Bill, you are absolutely right!

Now, the US Government just have to learn how banks managed to create global interoperable payment networks decades ago, by using gateway security, which greatly simplifies interconnection of organizations.

Anyway, the stone is rolling now. Lets just hope we don't crushed :-)
