TRECVID - shot boundary result dtd changed; first frame == 0

Hi,

I changed the dtd for the shot boundary result to accept any
type. We will look for "cut", which is now the default and
so need not be specified. Anything other than "cut" will be
treated as "gradual" for the purposes of the evaluation.

Also, I changed the comment about the number of the first
frame. It now says the first frame is 0. This seems to be
a common convention in various tools and interfaces (e.g.,
JMI, VirtualDub, etc.) Objections?

Have a good weekend.
