Richard C. Martin

Director, Passport Systems Division, Office of Consular Systems & Technology

Mr. Richard Martin is the Director of the Passport Systems Division in the Office of Consular Systems & Technology, Bureau of Consular Affairs.  At the U.S. Department of State, he oversees and manages a staff of over 200 government and contractor personnel who support all IT areas of Passport Services.   Mr. Martin has over 30 years experience in the computer field, which includes 24 years of Federal Government Service and 16 years of Commercial Sector Service.  He is a working member of ISO Working Groups on Interoperability standards for Machine Readable Travel Documents (MRTD) in areas of Contactless Chip design and Public Key Infrastructure design.
